Work is underway in Meaford to prepare a 2019 budget.
Council approved the framework of the budget on Monday.
The framework would see a proposed property tax increase of 3.65 percent.
That is 2 percent lower than staff had proposed (5.6 percent) which was rejected by Council in December.
That framework also included a 3.1 percent increase in staff wages.
Mayor Barb Clumpus says Council was uncomfortable with the original framework.
She says staff did a great job in taking their comments and summarizing it in this framework.
Clumpus says it was important for Council to approve some kind of framework.
She says without it, staff would have been hamstrung in terms of how to go ahead.
Clumpus says once Council receives the budget they will go it line by line in order to minimize any rate increase.
